Yes guys, you're on the right track. A flag do not necessary have to be a country. Hence the Hong Kong and Macau flags.
A good example, each state in the US has its own flag.
I think you guys also on the right track to think whether it is a communist flag or not. This will narrow down your search.

I thought the flower (is it a flower) looked like the bahai faith's lotus, but google images seems to think the bahai flag is a white 9-pointed star on a purple field.
