You can get here on a bus from Deqin if the weather is good. Otherwise, you'll need to hire a car. There's a steep admission fee (foreigners: ~80 yuan) which gets you into the area containing the glacier as well as the Yubong waterfall. After passing through the entrance gate, the road forks. The right fork takes you to a parking lot, from which an hour hike up a boardwalk takes you to a viewing platform overlooking the glacier. More hiking brings you to a few small monasteries. It's also possible, but difficult, to hike over a few ridges toward the path leading up to Yubong.
