The government slogan:

EVERY DAY IS SPRING IN KUNMING

Cool

Well almost every day ...
Locals say 320 out of 365

in the City of Eternal Spring

I'm thinking you must be referring to the weather in Kunming... I don't think the place would be as cold over there as compared to the northern parts of China. The temperatures wouldn't go below zero, would it?...

By the way, what are the kind of festivals one can find over there? I checked up online and found out about an important festival in Dali called "San Yue Jie". It was said to be held from March 15th to the 20th as according to a guidebook I had. The book could be outdated as I found out from another source that the festival is also held in May. So does "San Yue Jie" stretched from March to May or do they actually start in May? It doesn't make sense to me cos' according to its name, it should start in March. Any of you guys ever participated in this festival?

I do want to take the opportunity to see this festival when I'm there so I really would like to know the exact date the festival officially starts.
