We would like to travel overland from Vietman and have had some really good advise from these forums Now we have decided that we also want to pop into Mongolia then back into China before travelling through to Tibet and onto Nepal. How can we get a Double Entry 'L' visa and is it possible for the visa to be valid for 3 months travel in China or will it be less time? If anyone could shed any light on this, it would be most appreciated :)

I haven't ever gotten a Chinese visa in Vietnam. In general there seem to be some overarching regulations (like the (still?) current restrictions on visas issued U.S. passport holders). However, various consulates, embassies and PSBs seem to have some lattitude in their visa issuing policies, which can change depending on who in the consulate you talk to, which consulate it is, and what passport you have.
Chinese Visas look like they can either be valid for 90 or 180 days (meaning you have to enter China 90 or 180 days after receiving the visa). If that's enough time in your case, you might first try in your home country to get a visa with the length you want. If that doesn't work, you can try various places along the way.
I've found that honestly explaining why I wanted the visa length that I requested has worked so far.
If for whatever reason, you don't end up finding a place that gives you a 3 month double entry visa, it should be fine, because you can always get an extension (sometimes more than once) while in China.

I got a three month L Visa in Hanoi back in 2001. Canadian pass port. I forget the price. at that time there was no problem getting double entry L visa's in Vietnam. that was a long time ago though. being that things change day to day with chinese visa's, your best to check it out much closer to the date of arrival.
